This beetle belongs to so called flea beetles. It is rather tiny (circa 3mm) with very punctate elytra which can appear metallic green or maroon depending on the lightfall. The species is rather common in most parts of Europe.
Unfortunately the beetle jumped away fast and these are the only photos I could take. Therefore exact identification of the depicted species is rather uncertain.
